Moldtelecom and Kenmei turn new C-band spectrum into stronger 4G and 5G performance

Chișinău and Valencia, September 2026Moldtelecom (the national telecommunications operator of Moldova) and Kenmei have completed a second joint network optimization project, focused on improving 4G LTE performance and on the initial optimization of Moldtelecom's 5G NSA C-band network.

The project follows an earlier optimization engagement between the two companies. This time the work covered LTE multi-band and carrier aggregation performance, mobility and load balancing, the interaction between the 4G and 5G layers, initial VoLTE tuning, and the identification of the cells holding performance back.

Kenmei worked from Moldtelecom's own network data, analysing configuration and performance to find where the network was not yet delivering what its spectrum allows. Recommendations were reviewed with Moldtelecom's engineering team before implementation, then measured against network data afterwards to confirm what each change had produced.

What the project delivered:

  • Handover success between sites and frequencies improved through the project and now holds at a stable 99.9%
  • Individual cells that were underperforming on handovers (the moment a call or data session passes from one site to the next) were identified and corrected. The weakest improved from 14% to 91% success.
  • Analysis of downlink throughput showed how much capacity the radio network can deliver beyond what today's service plans use, giving Moldtelecom quantified input for its prepaid and postpaid service strategy
  • Radio quality, packet delay, accessibility and 5G NSA performance improved alongside them

The project also leaves Moldtelecom with a measurement baseline for the continued rollout and growing use of its 5G network.

“The results matter, and so does how we reached them,” said Victor Moldovanu, Head of Mobile Network Development at Moldtelecom. “Our engineers and the Kenmei team worked as one team throughout the project, and a lot of technical knowledge moved between them along the way. That knowledge stays with us as we keep developing and optimizing our 4G and 5G networks.”
